Michael Best is excited to announce the addition of Angela Rust as Senior Counsel to the firm’s Healthcare Group. Rust provides clients with a wealth of experience and an innovative approach in helping healthcare providers, health plans, and healthcare innovators advance groundbreaking ideas and expand their revenue streams while boosting their impact.
Rust will serve as a trusted advisor, outside general counsel and legal strategist for healthcare companies such as provider-owned clinics, ambulatory surgery centers, managed service organizations, and provider networks. Her extensive experience spans multiple states, where she has structured and implemented bundled payment programs, employer-sponsored clinics, collaborative agreements among healthcare providers, and direct contracts between providers and self-funded employers. Rust is known for her efficient, practical advice and strong business acumen.

Rust’s arrival marks further enhancement to Michael Best's capabilities in healthcare law and positions the firm to provide unparalleled service and support to our clients navigating the healthcare industry. As part of the firm’s interdisciplinary Healthcare Group, Rust will assist emerging companies in establishing optimal business models compliant with the intricate healthcare regulatory landscape. In this role, she will also advise industry leaders launching innovative solutions to complement and enhance their established business lines.
Rust was named a "Go-To Thought Leader" by the National Law Review in 2022. She prides herself on distilling complex legal concepts into understandable action items, and has refined this skill by teaching medical students as adjunct faculty for the Medical College of and teaching healthcare administration courses as adjunct faculty at Marian University in Fond du Lac. Outside of her professional role, Rust enjoys spending her time in the bleachers at her kids’ sporting events and relishes outdoor activities such as hiking, camping, and watersports.
Rust holds a Juris Doctor, magna cum laude, from Marquette University, a M.S., Bioethics from the Medical College of Wisconsin, and a B.A. from Marian University. She is admitted to the Wisconsin Bar, the U.S. District Court, Eastern and Western Districts of Wisconsin, and U.S. Court of Appeals, 7th Circuit.
