Overview

Rob is a seasoned business and political strategist with over 14 years of experience leading government relations, public policy, and regulatory affairs initiatives across the public and private sectors. He has built a reputation for translating complex legislative and operational challenges into actionable strategies, fostering bipartisan relationships, and advancing institutional goals through strategic communication and disciplined execution.

As director of government relations at the Illinois Department of Central Management Services, Rob led legislative affairs and external engagement efforts, aligning agency initiatives with the governor’s office. He developed and executed legislative strategies that supported the modernization of state government operations. He also managed the agency’s bill review process, served as the primary liaison to the General Assembly, and implemented internal systems that improved legislative tracking and stakeholder engagement.

In the private sector, Rob served as senior director of legislative and regulatory affairs at iA, innovation Associates, where he established and led a department focused on public affairs and regulatory strategy. His work enabled the adoption of new regulations in multiple states, expanded the company’s commercial footprint, and supported the launch of new product offerings. He also advised customer partners on licensing strategies and regulatory compliance, contributing to the company’s growth and innovation in pharmacy automation.

Rob’s earlier public service included leadership roles at the Illinois Department of Financial and Professional Regulation, where he oversaw the development and passage of over 300 legislative proposals. His efforts supported major policy reforms, including cannabis legalization, real estate regulation, and student loan servicing. During the COVID-19 pandemic, he coordinated cross-agency responses that expanded healthcare access and provided financial relief to residents. He also held key roles at the Illinois Emergency Management Agency, where he managed emergency response communications and developed continuity plans for state agencies. He also served as James H. Dunn Fellow-Legislative Affairs in the Office of the Governor where he experienced the highest levels of public policymaking.
